Background

Prior to the passage of the Voting Rights Act, racial discrimination in voting was widespread in the United States. In the South, where most African Americans lived, states and localities used a variety of tactics to disenfranchise black voters, including poll taxes, literacy tests, all-white primaries, and intimidation. As a result, voter turnout among African Americans was extremely low.
